  • Sgt. Scott Mann
    Training Director

    Scott Mann is a 22 year veteran with the El Paso County Sheriff's Office. He is currently assigned to the Training Academy as the Training Director where he oversees operations, research, policy development and training for the agency and region. Scott's law enforcement career includes service and fifteen years of supervision in the Patrol Division, Crime Records, Evidence and Forensics, Criminal Investigations, CALEA Inspections Unit, Special Traffic Investigations and the Training Academy. He possesses a Master Peace Officer license and is a TCLEOSE instructor.

    Sgt. Mann is a graduate of the FBI National Academy and the Bill Blackwood Law Enforcement Command College. He possesses a Bachelor of Science in Business Management and a Master of Science in Administration of Justice and Security. Scott is also a part-time faculty criminal justice instructor with El Paso Community College and the University of Phoenix.  
     
    Deputy P. Soria
    Instructor

    Paul Soria is a 12 year veteran with the Sheriff's Office and has been assigned to the training academy since 2004. Paul is a certified TCLEOSE instructor, to include certifications in PPCT Defensive Tactics, O.C., TASER, Police Emergency Driving (EVOC), CPR / AED / First-Aid and is a Physical Fitness Specialist certified by the Cooper institute instruction.
     
    Mr. George Holden
    Senior Academy Instructor

    Mr. George Holden served 20 years with the United States Army and retired as a First Sergeant on 1 January, 1997. He joined the El Paso County Sheriff’s Office on June 2, 1997 and served as a detention officer for 7 years; three of those years as an instructor at the training academy. Mr. Holden was assigned to the training academy as a civilian instructor on January 1, 2005. He earned his Associates Degree in Criminal Justice from El Paso Community College in 2004. Mr. Holden was inducted into the National Scholars Honor Society in 2005.

    He graduated with a Bachelor’s Degree in Criminal Justice from Park University in October 2007. Upon graduation from Park University, h e was entered into the National Dean’s List. He earned his Master’s Degree in Administration of Justice and Security at the University of Phoenix in June of 2009. Mr. Holden is currently working on his Doctorate Degree in Organizational Management and Leadership at the University of Phoenix. Mr. Holden has been teaching terrorism and criminal justice classes at El Paso Community College for the past four years.

    He is a Certified TCLEOSE instructor, Advanced certified in Critical Incident Stress Management, PR-24 Instructor, O.C. Instructor, Defensive Driving Instructor, Regional Faculty for the American Heart Association, First Aid Instructor for the American Red Cross, Certified TASER Instructor, PPCT Certified Instructor, Physical Fitness Specialist certified by the Cooper institute.
     
    Deputy Edgar Soto
    Instructor

    Deputy Edgar Soto is a ten year veteran with the El Paso County Sheriff’s Office.  Edgar worked in the downtown Detention Facility for six and half years before coming out to patrol. Deputy Soto is a TCLEOSE certified instructor, SFST certified, Radar / Lidar certified, and is also an intoxilyzer 5000 operator. Edgar currently has an associate’s degree in criminal justice from Kaplan University and is currently enrolled at the University of Phoenix working on his bachelor’s degree.
     
    Deputy Robert Graziano
    Instructor

    Deputy Graziano served 13 years with the United States Army. He was a US ARMY Instructor, US ARMY master Physical fitness Instructor. Robert is an 8 year veteran with the Sheriff’s Office. He is Member of the Sheriff’s S.W.A.T team.   Robert is a certified TCLEOSE Instructor, Carbine/Rifle Instructor, Lowlight CQB Instructor, OC, Specialty Impact munitions, Distraction device and chemical munitions.
     
    Deputy Rick Perales
    PSAA / CALEA Manager

    Deputy Perales is a 12 year veteran with the Sheriff’s Office and has been assigned to the Training Academy as the C.A.L.E.A Accreditation Manager.  Rick is also a certified TCLEOSE instructor and currently overseeing the Firearms Range.
     
    Lorena Martinez
    Clerk

    Mrs. Lorena Martinez has been with the department since 2004, transferred to the Academy May 2005.  She ensures that the State Curriculum is adhered to, maintains the lesson plans Master File.  She is in charge of recording and reporting Basic Licensing Commission Courses. Assists officers with Department mandated training, TCLEOSE Certification & Legislative requirements. She maintains, organizes and categorizes the Academy’s Inventory, Archives and Library.
     
    Elizabeth Barraza
    Clerk

    Mrs. Elizabeth Barraza has been with the department since April 2003, transferred to the Academy January 2008. She is responsible for recording and reporting In-service training. Maintains officer’s training files and assists officers with Department mandated training, TCLEOSE Certification & Legislative requirements.

    Laura Enriquez

    Ms. Laura Enriquez has been with the department since October, 2010. Laura is responsible for recording and reporting training to TCLEOSE and maintenance of personnel training files. Laura is currently attending El Paso Community college in the pursuit of a degree in Criminal Justice. She plans on completing her Bachelor’s degree at UTEP and applying her knowledge in the criminal justice field.
     
    Penelope Orozco

    Ms. Penelope “Penny” Orozco has been with the department since October, 2010. Penny is responsible for Online training registrations, TCLEOSE reporting and general clerical work. Penny has an Associate’s degree in Criminal Justice from El Paso Community College and a Bachelor’s degree in Criminal Justice with a minor in Sociology from the University of Texas, El Paso. Penny’s prior work experience includes employment with the County of El Paso for over 7 years and the Department of Homeland Security (USCIS) for 2 years.
