EL PASO, TEXAS -  Sheriff’s Office Crimes Against Persons Detectives are looking for 2 suspects wanted for an AGGRAVATED ASSAULT that took place over the weekend resulting in this MANHUNT SPECIAL EDITION. The targets are identified as CESAR CONTREREAS (35) & JOSE ALBERTO RIVERA (34) of El Paso, TX .

FEBRUARY 2012 On Saturday 02-25-2012 at 10:30am, Sheriff’s Deputies were called to an apartment complex in San Elizario, Texas in reference an Aggravated Assault call. Officials met with the Victim who told Detectives he was to meet a female at some apartments nearby. After meeting with the female in the parking lot of the apartment complex, a black in color Jetta vehicle drove up & stopped next to the Victim’s vehicle. Two male subjects exited the Jetta & approached the Victims vehicle. The Suspect driver of the Jetta opened the door to the victims car & removed the keys from the ignition then pulled a handgun from his waistband & threatened the Victim. The Suspect passenger of the Jetta also displayed a handgun during the incident. The Victim observed a vehicle passing through the complex parking lot, jumped out of his car shoving the suspect driver out of the way running towards the vehicle. Luckily, the vehicle stopped and gave the victim a ride away from the apartment complex. The Victim then called 911.

Through the course of their investigation, Crime Against Persons Detectives were able to identify the assailants as CESAR CONTREREAS (35) – DRIVER & JOSE ALBERTO RIVERA (34)  - PASSENGER of El Paso, TX . Warrants of arrest have been issued on both men for the offense of AGGRAVATED ASSAULT W/ DEADLY WEAPON. Both men have an extensive Criminal History & have various addresses listed in the El Paso, Texas area.

shirtsEL PASO COUNTY, TEXAS- During the week of February 20, 2012 Sheriff’s Office Strike Team Deputies conducted a two day STATIONARY VEHICLE CHECK OPERATION in East El Paso County, that resulted in the issuance of 213 citations. The objective is to ensure motorists are in compliance with Texas traffic laws.The Sheriff’s Office Strike Team will be conducting more stationary vehicle check operations in the near future. The two highest number of violations were for No Insurance and No Driver’s License. Two individuals were arrested during the operation for outstanding traffic warrants.

EL PASO, TEXAS - This week’s MANHUNT MONDAY Most Wanted Fugitive is yet  another Home Repair Con-Artist sought for taking money from Victims for home repairs that never get done. The target is identified as HENRY CHAVEZ (39) of El Paso, TX .

JANUARY 2012 Just a few weeks ago on 01-17-12 a Victim hired HENRY CHAVEZ to build a storage shed for him. The Victim gave CHAVEZ an undisclosed amount of money to purchase materials and other items needed to build the shed. CHAVEZ bought & delivered some items but asked for more money to buy additional items. The Victim again provided CHAVEZ with money, but this time, CHAVEZ never returned. Charges were filed a short time later.

clip_image002The City of Socorro Police Department is also looking for CHAVEZ wanted on Theft Charges for a separate incident. A Victim hired CHAVEZ to build an additional room / porch to a residence. CHAVEZ was again given a substantial amount of money to begin work but once again was never heard from again. Charges were also filed in this case.

HENRY CHAVEZ knows he is wanted and is said to target his Victims by claiming ownership of HC Landscaping or HC Concrete work or HC Construction. He knows authorities are looking for him & is currently on the run eluding capture. He is wanted for DECEPTIVE BUSINESS PRACTICE & THEFT. He is also wanted on a 2005 Narcotics case for POSSESSION OF CONTROLLED SUBSTANCE (COCAINE).

CHAVEZ is believed to remain in the area hiding with friends & relatives. He has a lengthy criminal history for various offenses such as: OTHER DECEPTIVE BUSINESS PRACTICE CASES, PROBATION VIOLATION, & DRUG OFFENSES.

On Thursday, January 26th, 2012, about 10:15 P.M., the elderly victim pulled into a eppd_thumb2_thumb_thumb_thumb_thumb_[2]handicap parking space at the Bank of America, 1330 N. Lee Trevino, and got out of her vehicle to use the ATM near Rojas Street. While she withdrew money, a man came up behind her demanding that she give him her money. When she turned, she saw that the man held a black handgun in his right hand. She gave him the money she had just withdrawn. He tried to get more money from the ATM but ended up jamming it so it wouldn’t work.

The suspect fled on foot around the corner of the building, and then a red pickup drove slowly through the parking lot. It is not known if the suspect got into that truck, or if perhaps the truck’s driver could have seen the suspect. The suspect is described as an Hispanic man between the ages of 16 and 18, short height, thin build, wearing a black hoodie and dark pants.

SHERIFF Richard D. Wiles and Mr. Victor A. Flores will hold a press conference to speak on the joint operation with the El Paso County Sheriff’s Office Auto Theft Unit and the Enforcement Division of the County Tax Office.

EL PASO, TEXAS- On June 13th 2011 Sheriff Richard Wiles and the County Tax Assessor Collector signed a memorandum of understanding where the sheriff recognized the Enforcement Division of the County Tax Office as a joint Auto Theft Unit for the County of El Paso which consists of peace officers and employees of the El Paso County Sheriff’s Crimes Against Property Unit and the Tax Office Enforcement Division.

Due to the joint effort of the Sheriff’s Department and the Enforcement Division of the County Tax Office, additional revenue has been collected with the Enforcement Division conducting 68-A vehicle inspections. Through our 68-A inspections we have noticed that approximately 85 % of the stolen vehicles recovered have been purchased from Mexico.

Since June 13, 2011, when the Enforcement Division of the County Tax Office officially started conducting 68-A as part of the Sheriff Auto Theft Unit, through February 15, 2012 the Enforcement Division has conducted 449 inspections which has brought in an additional revenue of $17,960.00 dollars to the County’s General Fund.

“OPERATION DESERT SWEEP”

EL PASO, TEXAS-The El Paso County Sheriff’s Office recently received several tips in reference to illegal dumping taking place in desert areas of Far East El Paso County. Based on the information received, Sheriff’s Office Strike Team Deputies conducted a week long desert operation that ended Saturday, February 18, 2012. Operation Desert Sweep concluded with the arrest of 7 individuals all of whom were booked into the El Paso County Detention Facility on charges of Illegal Dumping ranging from 5 pounds up to 1,000 pounds or more.

The Sheriff’s Office will continue similar operations in the future.

FEBRUARY 2012 In recent months, the name VICTOR NATERA has surfaced several times throughout the El Paso area as an individual scheming several victims out of money after being hired for home repairs that never get completed. VICTOR NATERA has been accused for the aforementioned unfinished jobs he is hired for / not paying employees for work done or using other peoples information to obtain credit for supplies where as a result, innocent victims are billed for the items.

VICTOR NATERA knows he is wanted as he has a warrant for his arrest for the offense of DECEPTIVE TRADE PRACTICES. NATERA is hired by Victims as the owner of J&B or J&V Construction or “REMODELACION EN GENERAL” in which he has previously published the business in a local newspaper.

cslogo Crime Stoppers of El Paso is assisting the El Paso Police Department in identifying and locating the person or persons responsible for murdering a man in the central part of town,

On Monday, February 7th, 2011, officers responded to a call of “man down” in the parking eppd_thumb2_thumb_thumb_thumb_thumb_[1]lot of the Stagecoach Motel, 4110 Alameda. They found Elias Nicarsio Perez inside his van at that address. Perez was having difficulty breathing and was taken to University Medical Center. Investigators found that Perez was a field worker in New Mexico and was living out of his van while visiting El Paso. It seems that he was attacked sometime on Saturday, Feb. 5th, or early Sun., Feb. 6th.

Perez is known to visit friends and bars in the area, and often carried large sums of money. It is not known whom he might have been with that weekend. Perez died from his injuries the following Saturday, Feb. 12th.

EL PASO, TEXAS- The El Paso County Sheriff’s Office and BAIR Analytics Inc., recently partnered to provide a new way for the public to stay informed about crime in El Paso County. The Sheriff’s Office now has an online crime map called RAIDS Online that analyzes crime data for El Paso County citizens to view on a map and grid with all of the crimes in their area. Citizens are able to sign up for neighborhood watch reports that automatically email a breakdown of recent crime activity, and submit an anonymous tip about a crime directly to their law enforcement agency. RAIDS Online automatically syncs with the El Paso County Sheriff’s Office’s records system to keep crime information updated online and in the mobile application. The data is displayed with 8 fields of limited offense information to protect victim’s privacy. It’s very user friendly and is a valuable tool for law enforcement to communicate crime activity to their citizens.

The mobile device app makes all of this information accessible anywhere.  The RAIDS Online Mobile app is available for FREE on the App Store.

DEPUTY BADGE WHTEL PASO, TEXAS- On 02-13-2012 at approximately 6:30 p.m., El Paso County Sheriff’s Deputies were dispatched to the 14600 block of Santiesteban, El Paso County Texas, in reference to a motor vehicle accident involving a pedestrian. Upon arriving, deputies noticed a white Honda Civic stopped just off the roadway, and a female/pedestrian lying on the roadway. Life ambulance and first responders arrived shortly thereafter and immediately transported the pedestrian/victim the hospital for possible head injuries. Sheriff’s Office Special Traffic Investigators were summoned to the scene. Their investigation revealed that the driver of the white Honda Civic, a 21 year old male, was traveling west bound  at the 14600 block of Santiesteban, approaching the intersecting street Santicum, where the victim was attempting to cross the roadway and was struck by the vehicle. At this time, speed and alcohol are not factors and no charges are pending at this time.  The victim, a 16 year old female, did not suffer any life threatening injuries.
