LELogo ATLANTA, GEORGIA- The El Paso County Sheriff's Office Explorer Post 2005 recently attended and competed in the 2010 National Law Enforcement Explorer Conference / Competition at Georgia Tech Univ. in Atlanta Georgia.

Explorer Posts from all over the nation were in attendance. MasterApproximately 600 teams competed in all types of Law Enforcement events and scenarios.

The explorers from El Paso County Sheriff's Office were continuously highly praised by the judges for doing an outstanding job in each of the events that they competed in.

The El Paso County Sheriff's Office Explorers were recognized as being in the top 10% of all teams in the Arrest, Search, and Seizure Category  and also received a trophy for placing 3rd in the Arrest and Search team competition event.

The explorers competed in the following events:

Police Physical Fitness Obstacle Course Traffic Accident Investigations
Arrest and Search – 3rd Place Traffic Stop
White Collar Crime Domestic Disturbance
Crime Prevention Drill Team event

The El Paso County Sheriff's Office Explorer Post 2005 did an outstanding job in representing not only the Sheriff's Office but also El Paso County.

The El Paso County Sheriff's Explorers would also like to congratulate the El Paso Police Department Explorer Post 2002 for placing third in the Traffic Stop event.

(LOWER VALLEY PATROL / CRIMES AGAINST PERSONS)

EVENT: BODY FOUND IN CHARRED VEHICLE NEAR HORIZON / INVESTIGATION CONTINUES

LOCATION OF OCCURRENCE:  El Paso County, Texas

RESULT: INVESTIGATION CONTINUES

CRIMESCENE El Paso County, TX-  Early Wednesday afternoon 07/28 at 1:26 pm, Sheriff’s Deputies were dispatched to the desert area near the 13000 block of Emerald Island in reference to a vehicle fire. Deputies arrived to find Horizon Volunteer FD on scene extinguishing the blaze. As the fire was extinguished , Deputies observed what appeared to be that of a charred body inside the vehicle. Deputies immediately sectioned off the immediate area & requested Crimes Against Persons Detectives along with Sheriff’s Office Crime Records & Forensics Analysts to the scene.

Information received revealed a custodian from Eastlake High School spotted a vehicle on fire & called 911. Preliminary investigation indicates the charred body of a person was found inside the front compartment of the vehicle (drivers side). The scorched vehicle is a Ford passenger car (unknown which kind) with Texas license plates. It is unknown at this time if the deceased is male or female as the body was charred beyond recognition. Investigator’s must await autopsy results to try & obtain the identity of the deceased.  CID Detectives responded to the scene & worked long into the night & are currently continuing with the investigation. An autopsy is scheduled for later today or tomorrow 07/30.  

The Sheriff’s Office is treating this case as an Unattended Death - which it is EPCSO’s policy to treat all Unattended Deaths as homicides until proved otherwise (the delicacy & procedural aspect of a homicide) – however, foul play has not yet been ruled out until autopsy results are in & the vehicle is forensically processed.

At this time, there is nothing to indicate or suggest this incident is linked to any drug cartel / border violence or the kidnapping that took place in Horizon in September 2009.

shirts EL PASO, TX-  Early Wednesday afternoon 07-28-10 at about 12:30 PM, Sheriff’s Office Strike Team received a Crime stoppers tip on the whereabouts of MANHUNT MONDAY Most Wanted Fugitive & local con-artist LAURA GONZALEZ (38).

GONZALEZ owner of ONCE UPON A TIME PRINCESS PARTY is locally known to who have schemed several individuals taking their money to put on a little girls themed birthday party but would never show up on the day of the event.

Strike Team Deputies followed the tip to an apartment complex in the 10700 block of Vista Del Sol where GONZALEZ was said to be staying. Deputies made contact with the residents who were uncooperative with officials but did allow them to enter & search the apartment. During the search, Strike Team Deputies heard noises coming from the restroom which was locked. After several minutes of negotiating, GONZALEZ exited the restroom  & surrendered to Deputies. GONZALEZ was taken into custody without incident. She was booked on charges of 4 COUNTS -DECEPTIVE TRADE PRACTICE / RESISTING ARREST / CRIMINAL MISCHIEF & ASSAULT.

GONZALEZ - was just featured on MANHUNT MONDAY in March 2010 (click here) & this past weekend was one of Crime Stoppers of El Paso's "Most Wanted".

    DELAYED POSTING DUE TO ONGOING INVESTIGATION

    shirts El Paso County, TX-  On 07-26-2010, the El Paso County Sheriff’s Office Strike Team received information on suspicious activity / possible narcotic activity at a residence in the Montana Vista area. Deputies conducted a a follow-up investigation which led authorities to the residence in question where officials made contact with an individual claiming to be the current tenant of the home. The male subject initially provided false information about his identity but later gave his real name & informed authorities there were narcotics inside the home. Consent to search the home was obtained. Deputies were able to find several baggies (6 oz.) of marijuana, and over 400 grams of a controlled substance (Ecstasy). In addition Strike Team Deputies located several firearms through out the residence and also located a military style ballistic vest. The subject who was identified as MANUEL RAMON GUERRA (22) was booked on multiple charges and remains at the El Paso County Detention Facility.

    Yesterday, during budget hearings for the El Paso Police Department, certain comments were made regarding the training provided to members of the El Paso Sheriff's Office.

    First, given the economic situation of local governmental entities, it is important as public officials to look for any efficiencies that can eliminate redundancies, increase service, or save taxpayers monies.  It is clear that law enforcement is a large part of both the City and County budgets.  As such, the citizens of El Paso have expectations that these agencies continue to provide a high level of service while working together to realize those efficiencies. 

    In regard to the training issue, I have worked for both agencies and am in a unique position to be qualified to comment on the training provided by both.  Members of both the El Paso Police Department and the El Paso County Sheriff's Office are well trained and provide exceptional service to members of the El Paso Community.  Both academies are inspected routinely by the Texas Commission on Law Enforcement Officer Standards and Education to ensure compliance with state standards.  Graduates of either academy must pass the same state administered examination to ensure consistency in the training process. 

    Additionally, the El Paso County Sheriff's Academy is designated as the Region VIII training facility.  As such, we receive state funding to provide training throughout the region to include police officers of the El Paso Police Department.  To suggest any officer or deputy trained at either facility is not prepared for the field is irresponsible and subjects the agencies to unfounded criticism.

    Our community faces a number of challenges, beyond economic ones.  We sit across a narrow river from a city in chaos.  The border extends from one end of the County to the other.  To efficiently protect our citizens it is imperative that all local law enforcement agencies—local and federal—work in complete cooperation with one another and support one another in every way possible for the good of the community.  Being critical of other agencies, or fancying ourselves as better or more competent than others, can only serve to erode the public’s confidence in our collective abilities to carry out our mutual mission.”

    1st EVER JOINT YOUTH POLICE ACADEMY DEEMED A HUGE SUCCESS!!

    EL PASO, TEXAS- Over the last 2 weeks (July 12-23), the 1st ever combined Youth Police Academy coordinated by the El Paso Police Department & the El Paso County Sheriff’s Office took place at the Sheriff’s Office Region VIII Training Academy. The program was deemed a HUGE success as teens ranging from 13-17 years of age got an in depth perspective of the 2 premier law enforcement organizations from in El Paso, TX.   

    There were 82 teens (40 Session I / 42 Session II) that attended the Youth Academy. The kids learned from all areas in law enforcement such as Penal Code, Use of Force, Gangs, Drugs, Taser, Search & Rescue, SWAT, Juvenile Investigations, Patrol, Special Traffic Investigations, Crime Scene, EPPD / EPCSO Explorers & the Detention bureau which included a tour of the Downtown Detention Facility & Jail Annex.

    EPPD-PatcH El Paso, Texas- This week’s MANHUNT MONDAY Most Wanted Fugitive is an  individual wanted for a violent assault on his ex-wife. The target is identified as MIGUEL GONZALEZ (36) of El Paso, TX.

    OCTOBER 2009: This past October 1st, 2009, EPPD Officers responded to La Frontera Bar located at 3300 Alameda El Paso, TX in reference to a family assault that had just occurred. Officers arrived to find a 33 year-old woman (Victim) on the floor with injuries to her face & right ankle. According to eye witnesses, GONZALEZ entered the establishment approached his ex-wife & punched her in the face with a closed fist causing the victim to fall to the ground injuring her ankle. GONZALEZ quickly fled the scene prior to the officers arrival & has managed to remain at large eluding capture. The Victim sustained a broken ankle in her fall. A Protective order was issued against GONZALEZ shortly after.

    Despite being wanted, GONZALEZ continues to torment & stalk the victim. GONZALEZ is wanted for AGGRAVATED ASSAULT + an additional arrest warrant for STALKING has been issued against him + for another ASSAULT & CRMINAL MISCHIEF offense he committed against the same Victim.   

    GONZALEZ’ criminal history shows various arrests for Aggravated Assault w/ Deadly Weapon, Multiple arrests for Delivery & Possession of Cocaine, & Escape. MIGUEL GONZALEZ is a Mexican National who was previously deported. He returned to the U.S. illegally and continued his criminal ways. GONZALEZ is believed to remain in the Borderland hiding with friends or relatives.

    TrafficEl Paso County, TX-  Early Friday morning 07/23 at 10:35 am, a Traffic Deputy was patrolling the 10100 block of Alameda in front of Socorro High School when he observed an orange Dodge pick up truck  occupied by three young males traveling recklessly in heavy traffic. In one instance, the truck accelerated at high speeds steering left to right ("fish-tailing”) spinning out in circles. Other vehicles on the roadway had to stop and move out of the way to avoid getting hit. The Sheriff’s Deputy activated his emergency lights & siren in an attempt to conduct a traffic stop. The driver refused to stop continuing to accelerate and "fish-tail" his truck almost losing control several times. The driver then fled eastbound on Alameda, where at that point the chase was on. Sheriff’s Dispatchers then advised that the truck was reported stolen out of the Socorro Police Department. Socorro ISD PD joined the pursuit shortly after as the chase continued eastbound on Alameda for several miles. Responding deputies converging in the area were setting up spikes awaiting the truck at around the 12000 block of Alameda. Just before reaching the awaiting Deputies, the driver turned southbound & began driving on several irrigation canal dirt roads. The SO Motor unit and Socorro SISD PD unit continued onto the irrigation canal roads, advising assisting units location & direction of travel. Sheriff’s Office Patrol units thru Dispatch operators were able to successfully coordinate to the area where the stolen vehicle was heading & where it would exit back out onto the roadways. Sheriff’s Patrol Units awaited the truck by the Franklin irrigation canal and Camino De La Rosa Rd. in Clint, TX. As the truck exited the anticipated location, Patrol units intercepted the vehicle & took over the pursuit for the motor unit. SO Patrol Units continued to chase the truck until the 300 block of Estates Rd., Clint TX, where the vehicle suddenly came to a halt. All occupants (3) were apprehended  & taken into custody with no further incidents. The chase lasted for approximately 6 miles thru roadways and irrigation canal dirt roads. All three occupants 1 driver / 2 passengers were 16 year-old juveniles from Socorro, TX. The driver & a passenger are twin brothers of 11400 block of Roseville, Socorro TX. The 3rd passenger was from the  9900 block of Melissa Cir., Socorro TX. The driver was arrested on charges of Unauthorized use of a vehicle, Evading Arrest / Detention w/ vehicle & Reckless Driving. He was turned over to officials at the Juvenile Probation Department. The twin brother passenger was released to his mother with no charges. The 3rd passenger was also turned over to Juvenile Probation Department Officials wanted on an unauthorized absence warrant out of JPD.

    The identities of the juveniles will not be released because of their age.

    Sheriff Badge El Paso County, TX-  Early Friday morning 07/23 at 7:55am, Deputies were dispatched to the area of Ascencion and Jobe Rd., in reference to a Theft. Deputies made contact with an individual (Victim)who was following a white Chevy pick up. The Victim apparently witnessed occupants of the truck stealing his property (metal) & drive off. The pickup ran out of gas at the intersection of Krag St. and Greg Rd. Deputies quickly took the driver ADAN BUSTAMANTE JR. (20) into custody. Two other subjects fled on foot into the desert. A Sheriff’s deputy responding to assist spotted the two subjects in the desert area walking westbound. He gave chase and took both male subjects (both 16) into custody with out incident. Both juveniles were processed & released to their parents.

    BUSTAMANTE was arrested & charged with THEFT OF PROPERTY. Further investigation revealed BUSTAMANTE & the other two juveniles who will not be identified because of their age had previously taken metal scrap from 13781 Davidson & proceeded to sell the metal to two different recycling locations located on Montana Ave. Investigation continues…

    cslogo On two occasions recently, the Clint ISD maintenance yard in Horizon City was burglarized, causing damage to the facilities, and more than a thousand dollars worth of tools were stolen, making this the Crime Stoppers Crime of the Week.”Horizon PD

    On Tuesday, June 22nd, at 6:15 P.M., Horizon City Police received a call stating that the  fence to the Clint ISD maintenance yard at 12516 Darrington Road in Horizon City had been cut and a trailer had been broken into. An investigation revealed that the same trailer had been broken into the day before, and that tools which were stolen had been replaced. Now these new tools were also stolen.

    Three days later, on Friday, June 25th, just before 7:00 A.M., officers were dispatched to the same location. It was discovered that offenders had again cut the fence and entered two vans, stealing tools inside. The tools taken in both thefts include 3 hammer drills, a mitre saw, reciprocating saw, compact drill, and generator. Along with the damage to the fence and to the vehicles, total damages for these crimes are estimated at approximately $3,000.00.

    It is unknown who the suspects are, or what type of vehicles they were driving, but investigators believe that someone must have seen the persons or their vehicle lingering around the maintenance yard on those days. There would have been something out of the ordinary going on.
